🔸خلیلی در گذشته مسؤولیت‌هایی همچون مدیرکل دفتر هماهنگی امور سرمایه‌گذاری و اشتغال استانداری اردبیل، مدیرکل حوزه استاندار، رئیس ستاد اشتغال و سرمایه‌گذاری بخش کشاورزی استان اردبیل، رئیس دبیرخانه طرح توسعه کشاورزی استان و مشاور رئیس سازمان جهاد کشاورزی استان را برعهده داشته است.
🔸پیش از این، «یاسر عبداللهی عابد» عهده‌دار مسؤولیت مذکور بود.
